Poland and Ukraine: ambitious plans of co-operation

Jan Kulczyk, Polish millionaire leading energy company Polenergia, has very ambitious plans of co-operation with Ukraine. He plans to build a pipeline enabling transportation of gas to Ukraine from Western Europe and a grid that would transport electricity from Ukraine elsewhere.


The potential for profit is large, as Ukraine has 40 percent excess capacity in energy production. “ Allowing deliveries to the West could be a great opportunity for the EU, where energy prices are now 2.5 times higher than in the United States” - said in an interview with "Rzeczpospolita" Jan Kulczyk, Chairman of the Board of Kulczyk Investments, which includes Polenergia.

The biggest potential of Ukraine lays in its nuclear power plants that can generate electricity cheaper and more effectively than any other technology at the moment.

In the same time, conflict with Russia puts Ukraine in difficult position. There is no certainty of gas supply, therefore country’s energy security is at stake. Proposed solution could solve many problems at the same time and be very beneficial for both: EU and Ukraine. Furthermore, such investment would strongly express Ukraine’s desire to familiarize with the European Union rather than Russia.

In the project of construction pipeline to transport gas from EU to Ukraine, Polenergia wants to pursue an investment with Ukrainian Naftogaz. Today, Ukraine buys relatively small amount of gas from the EU, which are delivered using, inter alia, Polish gas pipelines.

Polenergia argues that the project creates new prospects for the built LNG terminal in Swinoujscie, as the Ukrainians do not hide their interest in big aounts of gas to be imported. The project cost is estimated at 440 - 460 million zloty (approx. 100-120 million euro). In this framework, the company wants to build a natural gas pipeline that will connect the German gas networks in and around Berlin by the Polish-German border to the Polish gas network in the area of Swinoujscie. The second pipeline would run from Drozdowicz on the Polish-Ukrainian gas network in the vicinity of the Ukrainian underground gas storage Bilcza-Wolica.
