Coal as more popular product to buy by Poles in Kalliningrad

Residents of Warmia and Mazury voivodeship ( see the map below ) who use the privilege of shopping based on border traffic agreement ( agreement which allows inhabitants, living in the state’s border area, to freely move between country of residency and bordering country, inter alia for shopping purposes), are not only buying fuel in Russia ( Kalliningrad ) but recently also coal. 



In the opinion of Customs Service spokesman in Olsztyn, Ryszard Chudy, most of the coal from Russia enters into Poland via border crossing in Gołdapia. "These are not large amounts of coal that are bought abroad, it is not a mass phenomenon. But it is undeniable that our officers recently can seen increase of bags of coal as one of the bought items" - told PAP ( Polish Press Agency) Chudy, who admitted that the tax collectors treat coal as a "personal luggage".  Discussed coal is packed in 25-kilograms bags and is easily accessible at the petrol stations.  Ryszard Chudy points out that each person crossing the border with such purpose has to declare on paper that the coal bought is dedicated for personal use.

People who bring coal from Russia to Poland are doing it alongside buying fuel in the Kaliningrad region (there hasn’t been observed travel only for coal purchase purpose). According to PAP, many petrol stations located in the vicinity of Gusev (area of border crossing in Gołdapia) are offering coal as a side product available at their stores. 25-kilogram bag of coal costs approx. 185 rubles (about 12 zł, 3 €). The price per ton of coal from Russia is approx. 200-250 zł ( 50 € - 60 € ) lower than the coal from the national depots in the province of Warmia and Mazury (average per tonne have to pay 700-750 zł, translating into 175 – 180 €).




So far, this tendency cannot be treated as thread to Polish coal resellers, mainly due to the difference of quality of both. It seems that local ( Polish ) coal is still more favourable,  due to its higher calorific value and , therefore, better heating features.

Furthermore, the tendency might vanish as the price relation might change. At the moment, it makes economic sense for Poles to buy fuel in Russia. In the same time, it has been observed recently that prices are shifting, to be precise: the price of fuel in Poland is steadily dropping (the lowest prices in three years) which in Russia they are slowly increasing. However, in Russia the price of fuel is still about 1-2 zł per liter lower than in Poland.



It is worth reminding the discussions regarding import of coal from Russia. Few weeks ago government started working on the legal framework for better control of the import of Russian coal, which is significantly cheaper than the one, extracted domestically.
