Electricity infrastructure as most prominent to be secured to the hacker's attack
Last week, Poland has been holding election
to the local governments. Unfortunately, the IT system devoted to calculation of
the votes and further transmission of the counted information has failed. Some
of the observers (rather radical) are claiming that it was a trial of election’s
manipulation – others comment the situation as the breakdown of electronic
system.
It is impossible to avoid the situation in
which the discussion regarding other IT system is raised. Reporters of one of
the biggest Polish daily newspapers – “ Gazeta Wyborcza” – raised a question of
the security of other IT systems and their resistance to failures. According to
the authors of discussed article, in case of hackers’ attack, electricity
infrastructure would be the one suffering the most.
The
authors of the article are discussing possible scenarios in case of hacker
attacks on the individual IT networks. According to the specialists, the bigger
damage would be done if attached network was the electricity infrastructure.
Everything today needs supply of electricity
for the functioning – even the water supply systems and wastewater are
dependent on energy - says Maciej Pyznar of the Governmental Security
Centre (RCB). Water supply is secured for the possibility of power supply cut
off because they have generators. But they need fuel. Inventories are enough
for 1-3 days. Later, one has to get fuel. A power outage may also paralyze
communication therefore logistics of fuel supply becomes complicated. This is
possible scenario but in the same time, it is important to remember that it is
the worst-case situation.
In
Poland, a key role in the quality of information systems security system plays
price of those solutions. Currently, there are no funds in the state’s budget
specifically dedicated strictly to the protection of “critical infrastructure” (infrastructure
of essential importance to the functioning of a state, such as electricity
transmission network or telecommunication). These expenses are within the
budget plans of individual ministries. There are also financial resources
coming from the EU, roughly 39.2 million zlotys for the period 2014-20 devoted
to the broader fight against corruption, financial crime, the protection of
critical infrastructure.
