1st Nuclear Power Plant in Poland - propose to UOKiK
On Friday
August 1,2014 four national energy companies (PGE, Tauron, Enea i KGHM )
proposed joint construction of the first Polish nuclear power plant (. Before
such construction can be started, Office of Competition and Consumer Protection has to express their
approval. Furthermore, the companies are still looking for the 5th
financial investor.
UOKiK (Eng.:
Office of Competition and Consumer Protection) aims to protect citizens
(therefore customers) from any harmful business practices – if it is either distribution
of harmful goods or violating the purchase agreement. The
President of the Office of Competition
and Consumer Protection shall initiate administrative proceedings after receiving
information from the Trade
Inspection, which is the body that
controls the products for their compliance with safety requirements.
When the President of the Office finds that a product poses a threat to the life and health of users, it can
- by decision –
limit or stop their distribution or not allow business
operations in that area. In the case of the power plant, UOKiK needs to
evaluate if the location, maintenance and construction is designed
appropriately, in a way that its further functioning is not in any way harmful
to the inhabitants.
The
construction of the first Polish nuclear power plant is still in the foundation
mode. The joint construction still verifies which location is the most beneficial and has the least harmful sides. At this point, companies discuss their financial involvement in the project.
As portal biznes.pl points out, companies are very positive about finding
another investor. Recently, there has been similar problem in Bulgaria which
got solved with the foreign investment company. American Westinghouse will take part in the project to build a new nuclear reactor, owned by Bulgarian Energy Holding (BEH). In a press release, the American
company did not disclose what true size of their
involvement (waiting for an
official response), but The Wall
Street Journal reports that will cover 30 percent. shares
of the target company.
As biznes.pl
points out: “BEH, like Polish PGE, is not able
to finance the entire project [
construction of the nuclear power plant]. Bulgarian national champion, in addition to investments in new power plants, is still on the head of
the modernization and expansion of
electricity networks (responsible for the transmission of electricity) and gas (a gas transmission network), as well as the
construction of the Bulgarian South
Stream cuts.” In
addition to the nuclear power plant, PGE must finance the construction of two new power plants in Opole (11.6 billion zł), another in Turow (about 2.5
billion zł) and up
to four gas power plants (unless the crisis in
Ukraine does not verify these
plans), which PGE will need about 5 billion
zł. Together, these investments will cost 29
billion zł.
Government’ lead Polish
Nuclear Power Program (PPEJ) projects launch of the first block of the first nuclear power plant by the end of 2024 (the date is ,so far, being
continuously moved). Its cost is
estimated at 40-60 billion
zł (between 20 and 30 billion euro).
During the research phase, PGE, identified
three potential locations for construction of the nuclear power plants:
- Choczewo (gmina Choczewo, powiat wejherowski, województwo pomorskie),
- Gąski (gmina Mielno, powiat koszaliński, województwo zachodniopomorskie),
- Żarnowiec (gmina Krokowa, powiat pucki, województwo pomorskie).
