Components of the Fuel Price
We all know
that price of 1 liter of gasoline does not really reflect the real price of
fuel. POPiHN (Polska Organizacja Przemyslu I Handlu Naftowego; eng.: Polish
Organization of Oil Industry and Trade) published very interesting graph
presenting the real components of the prices of three most popular fuels.

The price
at the refinery, place where the actual fuel is being prepared to be sold
contributes to 48 % - 54 % of the total price – it is indicated by green colour
and called in Polish “ cena netto w rafinerii”.
The next
component is so called “podatek akcyzowy” - excise tax, which is an indirect tax levied on certain consumer
goods. The primary objective is
to reduce the excise duty consumption
of certain goods because of their
harmful influence on health (cigarettes,
alcohol) or the depletion of their reserves (such as fuels). Excise
tax is marked by orange colour.
“Oplata paliwowa” (yellow colour) is a fee
that is imposed on the fuel in order to avoid sudden fluctuation of price.
“Podatek VAT” ( VAT tax) is always equal to
19 % and “Marza” (margin) from 2% on petrol to 9% on the autogas.

companies operating on the Polish
market. One of the most important
goals POPiHN is creation and the development of a competitive
fuel market in Poland by (among other
methods) promoting the introduction of national law
compatible with European Union law
of business principles and equal rights for all participants of the Polish
fuel market. POPiHN also focuses on coordinating cooperation between the member companies
for the highest quality products and
services, given the objective of the creation of the
Polish public a positive image of companies operating in the oil industry
by coordinating and supporting all activities in the area of responsible business. In the sphere of
its interests are
also all initiatives aimed at
reducing fuel the gray market
in Poland.
